For many centuries, individuals from the surrounding galactic community have been researching, observing and exploring The Blue Planet.
These individuals of numerous different species have been exploring our galaxy for over three millennia. Inter-stellar travel between solar systems has been commonplace throughout this time period and can be found among all the members of this galactic community.
Every member has successfully evolved into their mature stage by at least one thousand years. Nevertheless, such maturity has not brought an increase in arrogance. Nor has it created any feeling of superiority. Instead, it has produced an undeniable realization and humility that, in reality, they know such a middling amount about the world around them. Consequently, this has produced an intense desire to seek out additional knowledge and wisdom found within their galaxy and universe.
A large and most critical part of acquiring such knowledge and wisdom is through non-invasive (or anonymous) research and observation of intelligent and significantly intelligent species that are either in their immature or transitional stage.
Effective non-invasive research, however, still requires direct interaction between the observer and the observed. It is always a most difficult balance to remain as an objective observer avoiding any significant interference. Therefore, only a small number of selected individuals (from the millions of yearly applicants within the galactic community) are allowed to research and observe any intelligent or significantly intelligent species. Furthermore, all these selected individuals are required to undergo an intense two year training regime specific to their particular species of interest. Included in this regime are frequent health and psychological evaluations. And at any point within this trying period, a candidate may be dismissed from the program – usually because of an assessed inability to avoid significant interference with a species.
Following acceptance into the training program but prior to its actual commencement and prior to the reversible cosmetic surgery (to resemble their chosen species), each candidate must read a given `guide’ specific to their species of interest. These guides have been written by experienced and knowledgeable galactic scholars, each one having had substantial experience among the particular species represented by the guide.
The guide is not an academic dissertation. It is a practical presentation whose purpose is to inform and mentor researchers and observers, particularly new observers. It is a methodical presentation that outlines several areas critical to a species’ survival and eventual planetary dominance; for example, allopathic medicine, education, science and technology and so on.
And it may come to be, after reading the guide specific to their species of interest the candidate chooses to research and observe another species; this too, is another reason for the mandated reading of this guide by the Governing Council.
